就是五年内住满4年，最后一年得持有PR，并且持PR期间不能回国超过三个月，五年间累计回国不能超过十二个月

就是说最快也要4年，但是实际居住时间最短可以是3年。

2楼说的对，但是实际上还是4年住3年。因为这5年内你可以离开12个月。
比如你2007-1-1短登，2007-1-10离开，然后2008-1-1长登，一直到2011-1-1都没有离开澳洲，那么你就满足入籍时间

6楼说的对，以前是5年累计2年，你缺1天，就要补1天，现在是倒推，看你哪个时间是不是可以入籍，是往前倒推4年，累计离开不超过1年，最后1年累计离开不超过3个月，就可以了。换句话说，哪怕你第一天登陆，1天都不离开澳洲，你也要等到4年以后才可以申请，而不是3年。所以不能说现在的政策是5年累计4年，也不能说是4年累计3年，都不准确。
现在的政策，对坐移民监的人来说，等于2年变4年了。

那么如果2007年第一次登录，一个月之后离开了。直到2009年开始长登，这样，2012年，住满3年后，是否可以申请入籍了？

不行，你这个时间不够，还差一年。你可以自己去移民局网上有个专门算入籍时间的https://www.ecom.immi.gov.au/citz/startIntervalCalc.do
