[求助］Contracts Officer是做什么的？

最近看了一个mining company招contracts officer，as part of contracts/procurement team.
没写要什么qualification，但需要至少3 yr experience in contracts， background in contract strategy，execution and management and an understanding of commercial legal principles and an ability to implement strategies to successfully execute and manage contract packages

虽然看了他的描述的duties，但还是不太清楚究竟做什么的，大概要学什么专业的人呢？我看procurement team就觉得应该跟logistics有关。。。各位帮我解惑哇。。。

duties：
－Responsible for  contract processes (development, tendering, negotiation, evaluations, recommendation for awards, implementation and management);
－Contract manage all forms of contracts (consultancy, general services, minor works, hire agreements etc)
－Negotiate and prepare Contract variations, ensuring  variation clauses (e.g. rise and fall) are complied with;
－Facilitate and manage RFPs and RFQs;
－Conduct minor procurement activities when required;
