去年年底收到Strata一封账单，一共400刀说是11月派电工给我出租的公寓换了个Hot water meter，之前作为业主完全没有被通知到此事。
发信去Strata问是谁授权的，他原话是
Works were required to be done as instructed by Committee to protect the common area.
As part of these works it was noted that your unit was non-compliant with the hot water meter.
As this is required by Law, we proceed to make good and have charged you accordingly as this utility is exclusively used by that Unit.
我的问题是
1）hot water meter 不符合标准会怎么影响Common area, 紧急到需要Strata马上派人去安装？
2）如果 Meter有问题，是不是应该Jemena （负责那块Gas的）派人来免费换和维修？
3）业主没有被通知到的话，这笔钱电工费可以拒付吗？
