给妈妈续下一个五年RRV的时候被要求填如下内容，不太明白这个国际身份证号是个什么号，是中国身份证号吗？如果选没有则需要填理由，问题我国一直不存在这个东西？？？？？咋写？

National identity card
Does this applicant have a national identity card?

Holders of passports issued by the country specified above are required to provide details of a valid national identity card issued by the same country. The Department requires this information to assist with processing the application. Delays could occur if the information is not provided.

Give the reason the applicant cannot provide details of a national identity card issued by their country of passport.
