以下是新加坡移民局的回信，我就是询问他VFTF， 其实VFTF在新加坡移民局的官方网站里面已经没有了。还是建议你去申请签证吧。不入境新加坡没有问题，最怕机场不允许你出镜，那么麻烦就大了。
Hi xx,
Foreigners transiting in Singapore will not require visas if they remain within the transit area of Changi Airport (Terminals 1, 2 and 3) and do not pass through Singapore Immigration.
Sometimes, foreign visitors may be required to pass through Singapore Immigration if their airlines do not have the necessary transfer facilities. In these cases, the foreign visitor should obtain a visa prior to travel, so that he/she will not meet any difficulties while transiting in Singapore. We advise all travellers who are from a visa-required country and plan to enter Singapore, to apply for a Singapore visa prior to the trip so as to avoid any unnecessary inconvenience or disruption to travel plans. For more information, please refer to the Singapore Immigration and Checkpoints Authority website at: www.ica.gov.sg.
Also, foreigners transiting in Singapore could be eligible for the Visa Free Transit Facility (VFTF).
We would like to emphasise that the satisfaction of the VFTF criteria does not guarantee entry to Singapore as all visitors are subjected to the assessment and discretion of the immigration officer at the time of arrival.
In some cases, airlines may also refuse to board passengers without a valid entry visa into Singapore. Therefore, we strongly advise all travellers who are from a visa-required country and plan to enter Singapore, to apply for a Singapore visa prior to the trip so as to avoid any unnecessary inconvenience or disruption to travel plans.
