for Air con installation, the procedure is below:

1 After electrical job done by licensed technician, the technician will issue certification of electrical safety immediately . inside certification, all technician details should be inside. Once technician fault on their installation, their occupation insurance will cover it.

2. After air conditioner installation and performance test done(water leakage test also), you get ARC certification immediately. Also you have to confirm the air con performance test is OK after their test.

Both certification issued, you will pay the tech installation fee. Also these two certifications will be proof for your future manufacture warranty   and air con quality claim from the retail.

According to your mention above, good guy can not do something since you have no two certifications. Also manufacture can not give you warranty even though you con does not work so far.

Now you can only do these jobs to save your money:

1. do not give those Chinese technicians money until they fixed your air con problems. So far, you have not paid.

if you afraid those three Chinese disturb you again. you can apply intervention order from court and it can prevent them access your house away 100meter. Otherwise, police can take them into prison. This order you can apply for by yourself without any leagle fee.

2. notice ARC that three Chinese technicians cheat you and ask them remember these three people so that they can not get their ARC license for ever.

3. buy another new air con and then get license people to do your job.

ARC license is just like your driver license. it indicated you get training and pass examination and you can do job sole.

can you send your driver license to someone else for their driving car without their own?

ARC certification is the paperwork after air con installation and performance test. If you system fake, certification will show what is wrong why air con is not working properly. Later manufacture think it is their problem, all cost for repair air con will be paid by air con installer and installer insurance company. That is certification target

哦那我懂了，他们没有给我。

现在他们的想法是怕给了我所有的资料，可能就是这2份certificate，然后我去投诉他们，也不给钱，他们会损失很大，所以说让我先付钱，再给我。

我不敢相信他们，他们现在自己没有license，用的是别人的，名义上说是他们的supervisor。

你说的notice ARC,这个想法特别好，我原来问了fair trading，他们不管态度差这种主观的投诉，也不管没付钱的投诉，所以我好像觉得拿他们没办法

ask for those three technician get their supervisor authentication form that those three people can sole work with their supervisor license, and their supervisor ARC certification issued by their supervisor.

If their supervisor can do this authentication, I believe ARC can write off his license immediately

给你说我自己的经历，我去年找了个空调工给我装了一套一拖二分体，活干得不错，空调运行无误，价钱也ok，1100cash，两个人搞了一下午。结果我最后要他们license号码的时候这工人居然说回头给我，当时天色也晚了，我也没追着要。
后来他一直拖我不给，我电话短信追了两周，最后我毛了，直接告到fairtrading，把我们短信记录，当时安装的照片都作为证据，告他危险操作，没有执照却干需要执照才能干的活，然后我这个case的officer把这傻逼告了，告诉我这个case变成了他们的case 他们会追到底。
不管结果如何，我估计够这傻逼喝一壶的，想在我这里省质保的麻烦，我让你吃不了兜着走。
对付这些人，法律武器会让他们后悔他们不负责任的行为。

那你这个还有一点肯定的是活不错，那我这三个人搞得我家里白墙变灰墙，砸出来的洞在封上去的时候也特别难看的looking，拉的线也没有固定好，也没有非常服帖墙面那种美观。。。哎呀折磨人

嗯嗯我也是把这个事情想简单了，当天他盯着他们干活，他说安装应该没有问题，但是我觉得我们都是外行，不能你看着没问题就没问题，所以我坚持没有给钱

楼主你好，我们华人来到新的国度，许多情况、法规因为不了解才会被黑、被骗。

1.空调不工作绝大部分是因为安装，但是在出厂、运输、仓储的过程中也有可能出现问题，只是概率极小。打电话给厂家售后，提供license、certificate和空调serial number，售后会安排1-4周之内来处理，如果真是空调坏了，售后会安装一部全新的给你。

2.你现在要求对方开正规tax invoice，Title、ABN、Address、电话、License信息一样不能少。即使加gst也要开，Invoice可以最大保护你的利益。

3.在NSW装空调要Fair Trading的电工证、空调证，ARC（Australia Refrigerant Council）的Full License。当对方吞吞吐吐不出示license、ABN和他们的名字不符、提供不出Public Liability Insurance的都是有问题。你的情况可能是“电工”与另外两人借用或者盗用了别人的license，那个人是否知情是未知。

4.一旦知道无证的话，客户肯定不会付钱。没有发生火灾就没有什么刑事责任，所以对方现在以要钱为主。有证的话反而不急，因为问题最终都会被解决，工钱只是早晚而已。

5.收集好License和ABN的证据。Fair Trading大多数处理有License的不正规施工。ARC是national的组织，主要监管制冷剂的不当使用引发的泄露。楼主的case应该直接告到 NSW Civil and Administrative Tribunal。无证的话，空调坏了，厂家也不给warranty。可以要求对方赔偿空调，请有证师傅重新安装的全部费用，以及相应的误工费。

License和驾照的大小相同，即使对方说有，也要亲自看一眼，毕竟我们要对自己负责。License上写明cover的工作范围和restrictions，要看仔细是否能做自己家的工作。

保护自己的办法很简单，在做工前要对方开正规报价的PDF，上面注明Title、ABN、License、address、Public Liability Insurance，缺一不可，少了就有问题，即使再便宜也直接pass掉。

切记亲眼看到License，要正式报价的PDF，做到这两点，就不会再有类似的事情发生。
在申请License时候，水、电、空调、煤气、制冷被划分在specialist里面，而其他被划分在tradie里面，前者审核更严格。

3) everything in black and white via email
4) 千萬不要覺得是同胞 抹不開面子， 很多垃圾專門欺負自己人
做到以上幾點，trades 基本覺得你不是省油的燈，知難的基本就是退了
