有人写这个Traffic Mornitoring Services Pty Ltd属于诈骗公司...

Yeah its a dirty scam. There are alot of threads about this. My uni used to fine people and whilst then couldn't actually follow it up legally they withhold your results if you had outstanding tickets. Apparently someone threatened to take them to court over this and got the results released. I doubt that's true as the cost of the fine is much less than the time and resources to go to court however i'm sure legally they couldn't do it.
