标题: 我从中东人手里买车的经历，分享一些private sale的经验【NSW】

首先提到中东人，大家必定是各种不靠谱的观念先入为主。今天又在论坛看到个从中东人买到write off的车子的同胞，感觉这些损失真的是很容易避免的。
其实Private sale的基本路子只要follow的到位，完全可以无视卖家种族天赋的。
前一段从一中东人手里收了一台带着finance的BMW 320d，最终完全是一个成功的交易。
现在把过程给大家讲一下，希望能够避免很多人上当受骗，当然更希望买二手车的时候大家能够避免种族偏见，安全的买到心仪的好车。

先把最重要的流程列一下，然后再铺展开来写一些要点：
1. Carsales上选车；
2. 约时间看车；
3. 查REGO，查保修；
4. 出offer，定交易日期，问贷款情况；
5. 交易前24小时之内查PPSR；
6. 交易日，核实贷款payout细节，去银行一手交钱一手交车；
7. 交易日三天以后查PPSR，确定financial interest cleared。
8. Enjoy your car!

各节要点：
1. Carsales上选车；
选车，我只看carsales。其他的gum tree，car advice之类的，凡是免费的，必然各种不靠谱，浪费时间。
当然，会买private sale以后，你会发觉dealer的车性价比实在太差。

2. 约时间看车；
这里要提的就是，如果你买BMW，最好看车之前要到VIN，这样可以直接在下面的网站查原厂配置，我用这个方法至少pass掉一半不合要求的车子，节省了大量时间：

看车无非就是看车况，机械性能非行家肯定看不懂，但是几个容易忽视的点一定要注意：
看轮胎磨损状况，四个胎一般价值超1000了；
看刹车片磨损状况，欧洲车的话，前后刹车盘、刹车片也值回1000；
看尾箱工具是否全，别的不说，缺一个lock nut你就哭去吧；
看各种论坛上提出的该车型各种常见毛病；
手摸车身接缝，看是否均匀，不均匀就是曾经不专业的smash repair的痕迹。这里强调一下，车侧边的没有前后重要，后面没有前面重要；好的smash repair是不会留下这种痕迹的，我用保险修过车，车厂修得好的你去看接缝根本查不出来，当然修得好对以后也没啥影响。

3. 查REGO，查保修；
看好了车以后，觉得可以下手，一定要问车主保修情况，REGO情况。问完以后，一定打电话，用他的VIN去问dealer具体的保修时间，用rego去RTA查rego到期时间，一般对得上的车主，就不太可能是骗子。

4. 出offer，定交易日期，问贷款情况；
交易之前查PPSR是没有意义的，你查完只会在PPSR上锁定24小时，就算当时没贷款，你不能排除一天以后车主突然去拿这车去抵押贷款。同理车主提供的PPSR仅供参考，一切以交易前24小时查的那次为准！有些贷款机构，1小时以内就能完成抵押贷款提现金的操作！

5. 交易前24小时之内查PPSR；
就是前面说的，查一次PPSR会在里面把当前的VIN锁定24小时，这期间他拿这车去抵押贷款，任何金融机构都不会给他钱的，即便是给了他钱，车子的抵押也是无效的，你拿着这个24小时之内的PPSR是可以要求financial interest distinguished，金融机构不能合法收你的车。
如果有贷款，你要看金融机构是否是很正规的机构，一般正规机构更有保障，比如我买的这个车，贷款是在BMW finance做的，这就非常合理，他们也不太会把车贷做给信用非常差的人。如果金融机构是那种短期借贷或是不那么有名的机构，那么就要当心了，他们信用审核可能并不严格。
查PPSR也要看车子是否有write off记录哦！不是说write off的车绝对不能买，只是write off要卖write off的价格。

6. 交易日，核实贷款payout细节，去银行一手交钱一手交车；
重点来了，买有贷款的车，一定注意不能把钱直接给车主，否则你是不能保证车主拿你的钱会把贷款还了的，他没换的话，金融机构还是会来收你的车！
正确的做法是，交易日前，亲自打电话给金融机构确定这个车是否有贷款。最好让车主授权你查看他的账户余额，如果他不肯，一定在交易日当天，用你的电话和你查到的号码，让他打电话查payoff balance，然后让金融机构客服直接告诉你这个数额，和payoff 方式（这个也很重要，避免你把钱打到车主某个朋友那里而不是还贷款）。
然后，如果这个数额小于等于你们的交易金额，你们一起去银行把payoff的钱直接转给贷款机构，剩下的余额你取现给车主，拿钥匙；
如果数额大于你们的交易金额（没错很常见，很多人放大balloon的），那么要求车主把差额现金付给你，然后你们一起去银行转账payoff的钱给贷款机构，拿钥匙。

7. 交易日三天以后查PPSR，确定financial interest cleared，然后才去RTA办理过户。
一般贷款机构都是需要几个工作日才能清PPSR记录的，这个很正常。BMW finance花了3天才清我的PPSR。
你可以请原车主每天打个电话问下是否已清，如果告知你清完了，你这时候查一下PPSR，如果确实已经清了，同理你又加了24小时的锁，可以安心24小时以内去过户了；在清PPSR之前不过户的原因是，一旦贷款payoff出意外，你还有一丝希望退车退钱，如果已经过户了那就很困难了。

8. Enjoy your car!
记得在保修期内尽量压力测试哦！

最后加一句，如果你买的车子还在原厂保修期内，又follow了这个流程的话，你买到问题车的几率几乎是没有的。

再Update一下某人问到的卖车流程，以下经验基于NSW政策：
卖车太简单了，Carsales登广告，别省那65块钱。
实实在在把你车的各种小问题都写上去然后愿意约来看车的就不会浪费你时间。
要买的话要么现金要么去银行取现金，bank cheque都不算很靠谱。
拿到钱，签rego一人撕一半，钥匙给他就完事了。
讲究的可以由卖主写一张钱的收据，由买主写一张车的收据，都注明取车时间，可以避免交通违章造成的纠纷。

卖完以后，如果卖家买家都是NSW的，卖家可以选择上网lodge一个notice of disposal，这样如果买家14天内不过户，会有罚金。
最后一步，别忘了交车以后立刻注销你的etag，因为即使没有放etag到风挡，照相收费识别号牌以后还是会算到你头上；而在etag系统里注销掉你的牌号以后，照相识别之后就会在RTA数据库里拿车主地址寄账单（你lodge了notice of disposal以后系统自动回去找新车主的地址的）。

search criteria details. <-这意思就是，没有人对这个车有财务方面的兴趣，也就是没有抵押没有贷款。有贷款的话，我下面会贴一个例子。

NEVDIS Details <-这是车辆本身的信息
Vehicle information is requested from Austroads’ NEVDIS database for each transaction involving a vehicle VIN
or Chassis Number on the Personal Property Securities Register. The data is not part of interests registered on
the Personal Property Securities Register and it is presented without any guarantee regarding its accuracy.
The NEVDIS data is intended to assist users with checking that the VIN or Chassis Number they entered, along
with information they have about the vehicle from other sources, is accurate and to provide users with any data
held on NEVDIS about a vehicle’s stolen or written off status. <-PPSR帮你从NEVDIS数据库提取的信息，PPSR不保证一定是对的，但是一般没人去怀疑正确性

查原厂配置可以知道这个车是否有你要求的配置啊！欧洲车配置太重要了，七八万的新车，导航都不是标配呢！

同样价格，车行买到的是过保的，而私人手中买到的是带原厂保修的。

不是每个人都向你那么有本事，有时间，有精力，有兴趣去折腾。车行买很差的车都有半年保修。二手车中，没有同样的价格，同样的车。

很多车普遍被压价压得很低，carsales上的list price很多都比redbook的价格低，这年头不卖便宜点根本无人问津啊，所以很多人也不得不把自己的价格也压低

那不一定，也要看是多少钱的BMW，很多中东人都喜欢开老款德系车，把窗户全摇下来，放着大声的音乐轰轰轰的，又或者是改了中东style，lower suspension，negative camber，chrome dish rim。。都是中东人的最爱

确实对于我来说，买车这个事情算是一项爱好，自然不觉得是负担。

倒也不是啥知识面的问题，private sale最大的两个问题，一个是车本身，通过买还在原厂保修的车能够解决；
第二个是title和finance的问题，通过帖子的内容可以90%风险规避。

和地区有很大关系。中东人区的中东人车，我是不会碰的。lz 的车有贷款已经说明那个不是传统的中东人了。而且车不会有什么问题。中东人一般不贷款。有问题的车一般没贷款。

没什么问题啊，已经接近两个月了，雨刷喷水坏了直接找BMW dealer免费给修好了。
我不觉得车子有什么问题他们会瞒着我，还在保修期啊！有问题免费都能修，没必要的。

第一次在悉尼买车，一个热心朋友建议在carsales 找。看车前卖家说车况非常好，没有任何事故。等到打开前车盖一看，发动机上有一坑。二话不说，立即走人，该死的中东人睁着眼睛说瞎话。

人种问题还好。
论坛上从local手里买被骗贷款清不了的case也不少。
不要因为是local或同胞而丧失了警惕性啊！

其实宗教是个矛盾体。很多时候不是自己信，而是身处一个community不得不去维护。这个不是我说的，有从信伊斯兰到不信伊斯兰的朋友告诉我的。就像杀人是不对的，但是以宗教为名就是对的，很多裹头巾的连可兰经什么样都没见过，更别说知道内容了。。。矛盾和盲目加身不由己。所以还是可以骗人的，in the name of god。

澳洲信其它宗教的中东人不少，黎巴嫩人，特别是富裕的黎巴嫩人很多不是穆斯林
